Canada Veteran's Service Card Photo (mail application) Requirements
The DND 9036-E form explicitly allows a colour photo taken on a mobile device and then printed, which is unusual for an identity document.
Choosing this rule uses its requirements only. Other requirements in your pasted text are not added automatically.

Upload one clear, recent photo
A phone photo is fine. Face the camera, use even light and keep your full head and shoulders in frame.
Reading the background…
- Face a window or lamp. Never shoot with the light behind you.
- Stand at least 50 cm from a plain wall so it does not cast a shadow behind your head.
- Turn off beauty filters and portrait mode — background blur counts as digital editing.
